[환영사] 제41차ICAO 총회 ‘한국의 밤’ 환영사

41st (forty-first) ICAO Assembly,

Members of the ICAO Secretariat,
On behalf of the Korean government,
I sincerely welcome you.
This is actually my second Assembly.
I was here in 2019 as the Director General of Civil Aviation.
Today, I’m so happy to meet you all once again.
I feel like I’m meeting an old friend.
As you know very well,
the civil aviation community
has experienced difficulties
for the past three years.
As the Assembly drew near,
I worried whether it would be possible to meet face to face in Montreal.
However, we are gathered here together,
working together
to revive the aviation industry
by taking one step at a time.
Overcoming the hardships
of the COVID-19 pandemic,
we were able to grow further.
We grew stronger
by turning a crisis into an opportunity.
This year’s assembly
will serve as a crucial venue
where we leap forward to a better future.
Distinguished guests,
Today, October 3rd (third),
is National Foundation Day in Korea.
It is called “개천절” in Korean,
which literally means the day
when the sky opens.
As you can see,
our ancestors had always looked up
in the sky with wonder.
There is an additional meaning
we can add
to this important day.
This year marks the
70th (seventieth) anniversary
of Korea’s membership in ICAO.
Fifty years after joining ICAO,
Korea was first elected to the Council
and has been working hard since
to contribute to the international civil aviation community.
No Country Left Behind,
No Country Left Behind initiative is
one of my favorite ICAO initiatives.
Korea will lead the safe and sustainable development of civil aviation,
without leaving anyone behind.
I ask for your strong support and attention.
I hope you have fun tonight
and enjoy Korean culture and food.
Now, I would like to propose a toast.
When I say “Fly!”,

회원국 대표단 여러분,
그리고 ICAO 사무국 직원 여러분,
대한민국 정부를 대표하여
이곳에 오신 여러분 모두를 환영합니다.
저는 지난 2019년 제40차 총회에
대한민국 대표단의 일원으로 참석하였습니다.
3년이 지난 지금, 민간항공의 중심도시인 몬트리올에서
여러분을 다시 만나 뵙게 되어 더 큰 영광으로 생각합니다.
코로나19로 인해 지난 3년간 우리 국제항공사회는
참으로 힘든 경험을 하였습니다.
이번 총회를 준비하며, 과연 우리가 몬트리올에서 만나서
반갑게 손을 잡을 수 있을지 많이 걱정하였습니다.
그러나 우리는 ICAO를 중심으로 한마음으로 단합해
항공회복이라는 고지를 향하여 다 함께
한 걸음 한 걸음 나아가고 있습니다.
코로나19로 힘들었던 시간을 이겨내면서
더욱 성장할 수 있었고
더 넓은 시야를 가질 수 있게 되었습니다.
위기를 기회로 삼아 새로운 경험을 통해 더욱 강해질 수 있었습니다.
이번 총회는 그래서 더욱 우리에게
도약을 다짐하는 뜻깊은 자리입니다.
존경하는 내외 귀빈 여러분,
오늘 10월 3일은
대한민국의 개천절(the National foundation Day)입니다.
한국에서는 (한국말로) ‘개천절’이라고 부르는데,
이는 “하늘이 열리는 날”이라는 뜻입니다.
대한민국의 하늘이 열린 뜻깊은 날을 맞아
국제항공의 중심인 이곳 몬트리올에서
여러분과 함께 보내는 이 시간이
그래서 더욱 귀하고 소중한 의미로 다가옵니다.
그리고 한 가지 더,
올해는 대한민국이 ICAO에 가입한 지
70년이 되는 해입니다.
대한민국은 1952년 한국전쟁이 끝날 무렵,
많은 어려움 속에서도
하늘을 향한 꿈을 나누기 위해
국제항공사회의 일원이 되었습니다.
그리고 ICAO에 가입한 지 50년이 지난 후에
처음 이사국으로 선출되어
오늘까지 22년간
한국을 지지해 준 여러분들에게 도움이 되기 위해
쉬지 않고 노력했습니다.
여러분이 항상 대한민국과 함께하듯이
대한민국도 항상 여러분 곁에 있겠습니다.
No Country Left Behind,
제가 정말 좋아하는 ICAO의 이니셔티브입니다.
아무도 뒤처지지 않고
우리 모두의 민간항공이 공정하고 공평하며,
안전하고 지속 가능한 발전을 할 수 있도록
대한민국이 최선을 다하겠습니다.
앞으로도 많은 지지와 격려, 그리고 협력을 부탁드립니다.

낮 동안 뜨거워진 머리를 차분히 가라앉히고
