[환영사](영문) ICAO GISS 2023 개회식
Honorable Secretary General of ICAO,
Mr. Juan Carlos Salazar,
Ministers,
Director Generals of Civil Aviation Authorities,
delegates,
Presidents and Secretary Generals of
Civil Aviation Commissions,
Representatives of international organizations,
ambassadors,
and distinguished guests,
welcome to the ICAO Global Implementation Support Symposium.
On May 5th,
the World Health Organization
declared
an end
to the Covid global public health emergency.
In line with this,
the Republic of Korea
also declared COVID-19
an endemic disease
on May 11th.
I’m truly glad
to meet you all
face to face
finally after
three long years of the pandemic.
It is even more meaningful
that we are hosting this event
here in Seoul.
Today,
governments,
international organizations,
and the aviation industry
will explore
the role of civil aviation
in the post-pandemic era
based on
mutual cooperation and the innovative ideas
that will be shared
during the next two days.
The event will also be an opportunity
to establish strategies
for a sustainable aviation industry and,
to exchange
advanced technologies
and future vision
that will boost
not only safety but also efficiency.
The aviation industry
can be akin to the “art of connection”
as it connects people,
cultures and the world.
Although
the COVID outbreak created
challenges of disconnection and isolation,
it also brought changes and innovations
in which
contactless and online services
became a norm
and mobility patterns were reshaped.
Amidst these changes,
one of the tasks
the international aviation community
is faced with is
carrying out
the upgraded version of
the No Country Left Behind initiative
which will ensure
safe and sustainable recovery
of the aviation industry.
However,
it will require
cooperation from the Member States
to harmonize
rapidly-evolving technologies
with the current regulations.
In this context,
the ICAO GISS 2023 is
a very meaningful event
where we can find ways
to complete this task and
take off for the new future together.
Governments, the industry,
and international organizations like ICAO
must work hand in hand
to mobilize resources
for SAF production,
promote the development
of future air mobility,
and provide
the best training and education
to future talents.
I hope that
this event will be a catalyst
for the revival of the industry,
making it resilient
to any crisis that may arise.
Ladies and gentlemen,
An old proverb says
“After a storm comes a calm.”
Although we struggled
during the unprecedented global pandemic,
I think
the aviation industry
became more resilient and innovative
as we marched together
to surmount the crisis.
Most of all,
I strongly believe
this symposium
will mark an important milestone
in the industry’s new journey.
Let’s write a new chapter
in aviation history
together.

코로나19의 종식을 선언하였고,
대한민국도 5월 11일
엔데믹을 선언하였습니다.
끝나지 않을 것 같던 코로나의 종식과 함께
드디어 여러분과
한자리에서 만날 수 있게 되어
진심으로 반갑고
대한민국 서울에서 행사를 열게 되어
한층 더 뜻깊습니다.
오늘부터 3일간
정부, 국제기구, 항공 산업계가 함께
혁신적인 아이디어와
협력의 토대 위에서
팬데믹 이후
민간항공의 역할을 모색하고
지속 가능한 항공 전략 구상과
항공의 안전성과 효율성을 높이는
최신 기술과 비전을 공유하고
협력 의지도 다질 것입니다.
항공은
사람을 만나게 하고 문화를 융합시켜
세계를 하나로 연결하는
“연결의 미학”입니다.
우리는 팬데믹 기간에
고립과 단절에 의해 발생되는 문제들과 부딪쳤지만
반면,
사람과 물자의 이동 패턴이 크게 바뀌고
비대면과 온라인이
생활의 새로운 표준이 되는
변화와 혁신들도 볼 수 있었습니다.
안전하고 지속 가능한 항공회복을 위해
급속도로 변화된 새로운 기술과 규정들이
잘 융화될 수 있도록
국제항공사회가 협력하여
한 단계 높은
’No Country Left Behind‘를
실현하는 것이
우리의 도전과제라고 생각합니다.
ICAO GISS 2023은
이러한 도전과제를
함께 해결하고
새로운 미래로 도약하기 위한
매우 의미 있는 행사입니다.
국제민간항공 발전과
지속 가능한
항공연료 생산에 대한 자금지원,
미래항공 모빌리티에 대한 발전방안,
차세대 인재 역량 구축을 위한
최적화된 교육훈련을 위해선
정부와 산업계,
ICAO와 같은 국제기구의 공동 노력이
반드시 필요합니다.
어떠한 위기 상황에서도
항공의 연결성이 끊어지지 않고
강하게 유지될 수 있도록
이번 행사에서
많은 논의가 되기를 기대합니다.
여러분, 한국 속담 중에
비 온 뒤에 땅이 굳어진다는 말이 있습니다.
지난 3년간
유례없는 팬데믹이
우리를 힘들게 했지만
이를 함께 극복하는 과정에서
국제항공사회를
더욱 단단히 결속시켜
항공산업의 혁신과
도약의 계기가 되었으리라 생각합니다.
그리고 지금
우리가 함께 있는
제2차 GISS 2023이
항공산업의 새로운 도전에
