First 5G Autonomous Driving Test District in Sangam, Seoul... Test Operation Scheduled for June
- MOLIT and Seoul City team up to operate exclusive testing tracks for autonomous cooperative driving focusing on public transportation

□ MOLIT (Minister Kim Hyun-mee) is planning to cooperate with Seoul Metropolitan City (Mayor Park Won-soon) to build the world’s first 5G convergence autonomous driving test tracks* in Sangam in June to begin test operation of 5G autonomous driving buses.
* Test tracks equipped with roadside sensors, communication devices (vehicle –infrastructure), autonomous driving monitoring system, etc.

ㅇ This project is part of the next-generation cooperative intelligent transport system (C-ITS*) substantiation project pursued by the Ministry of Land, Infrastructure and Transport, and detailed plans are as follows.
* Cooperative Intelligent Transport Systems: Even when the surrounding environment cannot be properly recognized using the vehicle sensor, supplements limitations of the vehicle sensor to receive information through communication between vehicles (V2) and vehicle-infrastructure (V2I)
[Establish world’s first exclusive test track to support autonomous driving using 5G technologies]

□ MOLIT will establish an exclusive test track for autonomous driving at the Sangam DMC region by June together with Seoul Metropolitan City. (Supervising Company: SK Telecom).

ㅇ The test track will construct smart infrastructure (C-ITS) such as roadside sensors, V2X* communication facility, monitoring system, etc. for autonomous driving support.
* Vehicle to Everything: Technology that tells in advance emergency situations such as ▴dangers such as hard brakes ▴jaywalking pedestrians ▴accidents, etc. through mutual communication between vehicles and vehicles (V2V), vehicles and roads (V2I), and vehicles and people (V2P)

ㅇ High precision maps (HD), vehicle maintenance and parking space, EV charging stations, resting and office space, etc. will also be constructed and provided.

- In particular, 5G technology, which is a communication for V2X configuration, has the advantage of being 20 times faster than LTE and has ultra-low delay (0.01 seconds), and therefore, it is expected to provide stable support for autonomous drive testing.

□ Meanwhile, the exclusive test tracks will be operated 24 hours a day, free-of-charge regarding all of its equipment and convenience facilities needed for test drives.

ㅇ In particular, Seoul will cooperate with the National Police Agency to regularly control roads (on weekends) to provide support for early autonomous driving companies such as start-ups that have difficulty in operating on real roads so that they may use the test tracks.

ㅇ In addition, the 5G autonomous driving bus produced by SK Telecom and KT scheduled to be test-run at least three times a week.
ㅇ Furthermore, it is also scheduled to hold the ‘autonomous driving festival’ to demonstrate future transportation technologies and to share the transportation blueprints.

(Substantiation of smart infrastructure-based public transportation safety services)

□ Smart infrastructure (C-ITS) based public transportation (bus) safety services will also be substantiated.

ㅇ First, the ‘public transportation All-in-One communication terminal’ will be installed in the bus and smart infrastructure (communication substations, roadside sensors, etc.) will be constructed focusing on streets with central bus-only lanes until 2020.
* 5G communication, V2X, Bus Management System(BMS), Transportation Card(AFC), Vehicle Operation Records (DTG), etc.

ㅇ The terminal and smart infrastructure communicates in real-time and it offers danger information* to the bus driver and helps prevent accidents.
* The 10.1 inch screen provides information such as collision risk with bus in front, traffic signal, intersection accident risk, jaywalking pedestrians, congestion at bus stops, etc.

ㅇ In addition, it offers convenience services where upon boarding the bus, the route number and vehicle number are sent to the passenger’s smart phone and when selecting the bus stop to get off on using the smart phone, it automatically notifies the bus driver.

□ Traffic safety services will also be provided to passenger vehicles through the smart phone.

ㅇ In the first half of 2020, SK Telecom and T Map will provide some traffic safety services such as information on accident dangers, hard braking by buses near bus stations, etc.

ㅇ Therefore, T Map users will be able to experience traffic safety services with just their smart phone without having to attach additional equipment.

□ Seoul Metropolitan City will provide full support for equipment and service development by the private sector by opening information* related to smart infrastructure (C-ITS) for free from December 2019.
* Roadside sensor collection information, information on communication between vehicles and infrastructure, etc.

□ MOLIT Advanced Motor Vehicles Division Manager Lee Jae-pyeong said, “It is very meaningful to substantiate traffic safety services and conduct autonomous driving tests in crowded urban areas like Seoul.”

ㅇ He added, “Our ministry will continue to work on feasibly reforming regulations and constructing smart infrastructure such as communication and precision maps to provide support so that autonomous driving vehicles can drive safely in urban areas.”
