- MOU with 17 institutes on the 26th... Expected to promote autonomous driving car commercialization and industrial ecosystem

□ MOLIT (Minister Kim Hyun-mee) announced that it entered an MOU to create a cooperative system to efficiently construct and update precision road maps for autonomous driving vehicles through cooperation between the private and government sectors.

ㅇ A total of 14 corporations from the end-car industry, mobile communications network, map production industry, IT and electronics industry and relevant agencies will participate in the MOU and at the MOU ceremony that will be held at 2 p.m. on the 26th, a total of 17 participating institutes will enter an MOU for organizing a cooperative system related to joint construction system and for mutual cooperation.


□ Precision road maps are pre-constructed 3D spatial information used by autonomous driving cars to identify location and to recognize roads and transportation regulations. Safer and more efficient autonomous driving becomes possible by combining autonomous driving sensor information with precision road maps.

□ The precision road map that will require huge budgets cannot respond promptly to the rapidly changing technological development levels and needs of the private sector when constructed solely by the government, and it can also result in inefficiencies due to redundant investment when the private sector constructs and updates it competitively.

ㅇ In order to overcome such issues, MOLIT and relevant companies have been discussing the need and pursuance plans of a private-government joint construction system for precision road maps from last year, and they agreed to first establish a cooperative relationship through meetings by participating institutes in March.

□ Through this MOU, the participating institutes will organize and operate a joint construction system establishment committee, pursue joint pilot projects to provide detailed pursuance plans for the joint construction system.


ㅇ The joint construction pilot project will be pursued by the second half of this year by collecting opinions of participating institutes to confirm the pilot sector, and plans are to have companies participate in pilot projects in their desired roles to discuss detailed joint construction system pursuance plans.

ㅇ MOLIT has injected about 13 billion KRW from 2015 to this year to construct a precision road map for about 5,500km including expressways nationwide. It appears that with the official launching of the private-government joint construction system, precision road maps for about 110,000km for roads nationwide can be constructed more efficiently.

□ MOLIT Transport and Logistics Office Chief Son Myung-soo said, “We hope that this MOU will become the cornerstone for building the precision road map industrial ecosystem but furthermore, to energize the autonomous driving car industry.
ㅇ He added, “MOLIT will continue to construct smart infrastructure including precision road maps and establish safety standards in order to systematically support the commercialization of autonomous driving cars.”
