MOLIT Holds Training for Large High-speed Train Accidents with Relevant Institutes

- Also held road training for derailed trains and fires in the case of earthquakes with a magnitude of 6.9 on the Richter scale

□ MOLIT (Minister Kim Hyun-mee) will hold the ‘2019 national crisis response training for large high-speed train accidents‘ at the Gangneung Rail Yard of the Korea Railway Corporation jointly with relevant institutes such as the central and local governments, public agencies, etc. at 14:00 on May 28 during the 2019 Ulchi-Taegeuk training period.

ㅇ The ‘large high-speed train accident‘ hosted by MOLIT will set up a scenario of train derailments and fires resulting from a 6.9 magnitude earthquake and will focus on strengthening disaster response capacities and to verify the effectiveness of the crisis-response manual for high-speed train accidents.

□ At this training, approximately 500 hundred people from central government agencies such as MOLIT, Ministry of the Interior and Safety, and the Ministry of National Defense, local governments such as Gangwon-do, and employees from the Korea Railway Corporation and Korea Rail Network Authority will participate.

ㅇ It aims at maximizing training effects such as improving the capacity to respond to actual situations through the inter-agency cooperation including participation of the military, and inspecting the command system according to the operation of the Emergency Rescue Control Headquarters and the Accident Cleanup Headquarters (central/regional).

ㅇ It will also focus on beefing up secondary accident prevention activities such as providing continuous broadcasts on operations to minimize discomforts of train passengers and making emergency inspections on structures around the place of accident.

ㅇ The on-site training will be held in preparation for actual incidents by compressing the 50 hours from the time of accident to restoration into a two-hour training session at the Gangneung Rail Yard of the Korea Railway Corporation.

The main contents of the training will be early response such as organizing the first-response team, extinguishing fires, rescuing and transporting passengers, providing alternative transportation, information on railway operations, restoration of derailment, and emergency inspection of structures.

ㅇ Meanwhile, the actual training site will be connected with the disaster safety communication networks during the national crisis management situational evaluation meeting (video conference) overseen by the Prime Minister to inspect the accident cleanup situation.

□ MOLIT announced that it is planning to strengthen actual response capacities in the case of various disasters such as wind and water damage, earthquakes, etc., while making improvements to issues found through this training.
