Korea Soars for the 7th Term in ICAO Council

□ The International Civil Aviation Organization(ICAO)* will hold the 40th Assembly, during which an election for Member States to be represented on the Council will be held from 24 September to 4 October at ICAO Headquarters in Montreal, Canada.

* International Civil Aviation Organization(ICAO) is a UN specialized agency established in 1947 with the aim of developing international civil aviation. It comprises of 193 Member States. Korea joined the Organization in 1952.

ㅇ The Council in ICAO is composed of 36 Member States elected by the Assembly held every three years. As the top governing body in civil aviation field, the Council sets international standards and gives direction to major aviation policies. Korea has been serving as Council Member for sixth consecutive term since 2001.

ㅇ As ICAO is a key international organization that also engages in dispute on matters concerning aviation such as AKARA Corridor issue, the status of Council Member State is of great significance for the national interest of Korea.

□ With the aim of achieving Korea’s seventh term at the ICAO Council, the Ministry of Land, Infrastructure and Transport (MOLIT, Minister KIM Hyun-mee) sends public-private delegation* headed by the Minister KIM Hyun-mee. The delegation will promote the presence of Korea in international civil aviation and actively run a campaign for Council election.

* Ministry of Land, Infrastructure and Transport, Ministry of Foreign Affairs, Ministry of Culture, Sports and Tourism, Korean Airport Corp. Incheon International Airport Corp. Airlines in Korea, etc.

ㅇ During the Assembly, Minister KIM Hyun-mee will deliver a statement on 28 September and meet with Dr. Aliu, the President of the ICAO Council and Dr. Fang Liu, the Secretary General of ICAO to highlight Korea’s roles and endeavors in support of ICAO’s No Country Left Behind Initiative*, while emphasizing the importance of Korea’s seventh term in the ICAO Council.

* The No Country Left Behind Initiative is to assist States in implementing ICAO Standards and Recommended Practices(SARPs) and to help ensure that SARP implementation is better harmonized globally so that all 193 States have access to the significant socio-economic benefits of safe and reliable air transport.

ㅇ In addition, the Minister will hold several meetings with several chairmen of civil aviation commissions of regional groups(Europe, Africa, Middle East, Latin America) who form public opinion within ICAO as well as with heads of delegates from major Member States of ICAO as part of the last leg of election campaign.

- Furthermore, MOLIT is expected to conclude Memoranda of Understanding(MOU) on cooperation in education with ICAO, AFCAC(African Civil Aviation Commission) and LACAC(Latin America Civil Aviation Commission). Based on MOUs, Korea will provide programs to nurture aviation professionals in developing countries with a view to enhancing its roles and responsibilities as an ICAO Council Member and further contributing to the healthy and balanced development of international civil aviation.

ㅇ Along with it, MOLIT and the Ministry of Culture, Sports and Tourism will co-host a cultural event titled ’Korean Night’ on 30 September in an effort to draw more support for Korea that will help the country to secure the seventh term in the Council. The event will serve as a venue to promote the beauty of Korean culture as well as Korea’s achievements in aviation industry to ICAO Member States.

□ Mr. Kwon Yong-Bok, Deputy Minister for Aviation Policy Office of MOLIT said, "To secure the seventh term as ICAO Council Member is of great importance in establishing Korea’s firm foothold in global aviation society.

ㅇ We will focus our all efforts for Korea to be re-elected as the seventh-term Council Member by actively promoting Korea and running a campaign until right before the election on 1 October.
