Building a Smart City Specialization Complex that Citizens can be Felt

National funding for establishing comprehensive smart city specialization plans in four places such as Tongyeong of Gyeongnam, Suyeong-gu of Busan, Seongdong-gu, of Seoul, and Gongju-si/Buyeo-gun of Chungnam

□ MOLIT (Minister Kim Hyun-mee) announced that it selected four places such as Tongyeong of Gyeongnam, Suyeong-gu of Busan, Seongdong-gu of Seoul and Gongju-si/Buyeo-gun of Chungnam (in no particular order) as the site for the 2019 smart city ‘themed specialization complex comprehensive plan establishment support project’.

ㅇ The smart city ‘themed specialization complex support project’ aims at applying various smart services to improve living convenience such as in transportation, energy, safety, disaster prevention, etc. and it is a project that strengthens the unique industrial and cultural competitiveness of a region to create outstanding smart city cases.

□ The four local governments selected for this will receive support for establishing their own comprehensive plans and will receive national funding of 225 million KRW and consulting from experts.

ㅇ The process for establishing the comprehensive plans will proceed with local residents participating to find service demand needed in their region and to apply smart services that can be really felt by residents and have great expected effects through the support of experts.

□ The selected local authorities have presented smart city service utilization plans appropriate to the features of the existing urban areas in their regions, and therefore, it is expected that it will be able to create various types of Korean-style smart city models.

ㅇ Tongyeong-si of Gyeongnam will pursue ‘Smart City Tongyeong with the Local Business Districts’ that offer online market services to ‘promote traditional markets’, smart experience auctions, and comprehensive information, environment and safety solutions selected through resident participation.

- Video and ordering services of local agricultural and fishery products in traditional markets will be offered to help consumers purchase fresh and inexpensive goods through the internet.

- The experience auction service will offer the fun of purchasing limited items at cheap prices, while also providing information on market prices of seasonal fresh foods.

- They will also enhance convenience of visitors to traditional markets by preventing bad smells, maintaining cleanliness and beefing up crime-prevention by managing environmental information in the market.

ㅇ Suyeong-gu of Busan, which announced that it will establish ‘Want to Come Back to Gwangan-ri’ by specializing local tourism resources with smart services, will implement distinguished services per each of its three tourism regions based on an integrated platform for PR, parking information and payment.

- Namcheon-dong, which was affectionately nicknamed ‘Bbangcheon-dong (meaning Namcheon-dong, the holy ground for bread)’, will offer information services such as location, products, baking times, etc. per store.

- Gwangan-ri Beach will pursue improving four-season tourism by installing smart shade benches, drone safety keeper, and VR/AR experience services.

- It also announced that it would develop the area around the Millak-dong Raw Fish Center to go beyond being simply a street of stores, but a fresh fish culture hub by building the ‘Medial Aqua Wall’.

ㅇ Seongdong-gu of Seoul, which proposed the ‘Center of Transportation – Wangsimni’ project announced its plans to pursue IoT-based accident prevention, futuristic bus stops, safe children’s commuting paths, etc. by constructing a general traffic information system.

- It plans to reduce community inconveniences and to energize the region by implementing systemized smart transportation services in the Wangsimni area, which has earned an image of traffic congestion and as a region prone to traffic accidents because of the five road networks and subway routes.

- First, it will provide convenience for using public transportation through the general traffic information system.

- It will apply traffic accident pre-detection and warning services using IoT such as smart CCTVs at the Wansimni five-way intersection and the vicinity where there was a high concentration of accidents.

- Furthermore, through the commuting path safety service selected by listening to the opinions of citizens, it will support safety management through vehicle restriction and overpasses during school commute hours.

ㅇ Gongju-si and Buyeo-gun, which are two local governments located near each other, jointly submitted its business plans and it revealed that it would foster the region as a ‘global cultural heritage city’ by integrating smart services to Baekje cultural heritages.

- It will provide customized transportation services such as demand-response type* public transportation and shared bicycles to spatially connect Gongju and Buyeo, while offering convenience in transportation.

* Public transportation that allows variable routes and reserved operation depending on the traffic situation and real-time demand

- It will also expand the tourism routes that were concentrated on existing cultural heritage locations to the city as part of its open museum establishment project to experience an ancient city in the heart of the city.

- Also, it will look to creating tourism demand through the ‘alternative tourism sharing service’ such as regional tourism guides, experience programs, and home-sharing through the participation of local residents, while also making jobs for senior citizens and the younger generation.

□ MOLIT Urban Economy Division Manager Bae Sung-ho said, “This support project is meaningful in that it finds projects needed by regions together by local residents and companies through bottom-up methods,” and added, “It is expected that the outstanding cases found through the four local governments can be expanded to other local governments in the future as well.”
