Drawing a 30 Year Vision for Future Airports.

- Began establishment of the 6th Airport Development General Plan and launched Airport Policy Forum -

□ MOLIT (Minister Kim Hyun-mee) began procedures to establish the ‘6th Airport Development General Plan (’21-‘25) to draw up future airport development visions and strategies that can respond to environmental changes such as the growth of advanced technologies and the aviation industry, and the popularization of air transportation.

ㅇ The airport development general plan is established every five years to pursue airport development projects more systematically and efficiently according to Article 3 of the Airport Facilities Act.

ㅇ The ‘6th Airport Development General Plans’ establishment research (Jun ‘19 – Dec ’20), the Korea Transport Institute is in charge of the overall project, while Yooshin is in charge of the technical sectors.

□ Airports have been at the center of national trade and economic activity, but it has now transformed into a common and popularization public transportation tool that anybody can use easily.

ㅇ Recently, the value of airports is becoming more diversified as a core infrastructure for regional balanced development such as promoting associated industries, creating jobs, and improving air transportation convenience of local residents.

□ MOLIT is planning to propose the ‘Vision and Strategy 2050’ for the next 30 years in the course of establishing the ‘6th Airport Development General Plans’ for future airports that can respond to such changing airport environments.

ㅇ Main areas of review according to the new visions and strategies are as follows.

(Airport demand) Predict the passenger and cargo demand of Korea for the next 30 years

(Airport system) Review the current airport regions (central, southeast, southwest, Jeju) and hierarchy* (hub, base, general) to meet the strategy, vision and airport demands

* Hub: Representative airport of Korea
(Incheon)
Base: Regional domestic flights and short- to medium-distance international flights
(Gimpo, Cheongju, Gimhae, Daegu, Muan, Jeju)
General: Regional domestic flights
(Wonju, Yangyang, Ulsan, Pohang, Sacheon, Gwangju, Yeosu, Gunsan)

(Development plans) Establish airport infrastructure development plans for the next 5 years considering the domestic and foreign conditions, airport demands, and airport systems, etc.

(Financial resources for investments) Establish plans to link with development plans, and to plan investment amounts and financial resource procurement

□ In addition to beginning establishment of the ‘6th Airport Development General Plans’, MOLIT also launched the ‘Airport Policy Forum’ comprised of the best experts to inspect the status and role of the airport development general plan and to discuss direction of establishing plans. It is expected to be used as an advisory organization for airport policy sectors.

ㅇ In addition, plans are to beef up citizen participation and communication through online surveys and organization and operation of national participation groups to collect opinions from citizens, while also holding local government seminars per airport region in the planning stage to create plans that communicate and cooperate.

□ MOLIT Director General for Airport and Air Navigation Policy Kim Yong-seok said, “The airport is the face of the nation, the wings of citizens, and a compound infrastructure that leads the economic growth of the nation and regions.”

ㅇ He emphasized, “Airports for the next 30 years should be convenient and safe to use by all citizens, and should be a hub for growth, innovation and coexistence.”

ㅇ He also added, “We will establish a distinguished airport development general plan that shifts the simple government-led airport development paradigm to regional participation-type compound development.”

□ The ‘6th Airport Development General Plans’ will listen to various opinions of relevant agencies and of different parts of society while performing research, and will be confirmed and announced in December 2020 after being reviewed by the MOLIT Airport Policy Committee.
