- Launched 4th Central Cadastral Re-survey Committee on May 10 to discuss main projects for utilizing new technologies

□ MOLIT (Minister Kim Hyun-mee) held the 21st Central Cadastral Re-survey Committee (chaired by Minister of Land, Infrastructure and Transport) meeting at the conference room of the Korea Housing & Urban Guarantee Corporation at 10 a.m. on May 10 (Fri).

ㅇ The Central Cadastral Re-survey Committee was installed and operated according to the ‘Special Act on Cadastral Re-survey’ and it is an organization that reviews and deliberates on policies for cadastral re-surveys.

□ At this meeting, the performance of past cadastral re-survey projects were shared, and in order to promote cadastral re-survey projects, it discussed the main projects of 2019 such as (1) financial resource procurement diversification plans such as establishing new accounting, etc., (2) use of new technologies such as drones and IoT, (3) designation of executive institute in charge, and (4) direction for establishing basic plans for the 3rd cadastral re-survey.

□ The cadastral re-survey project that began in 2012 has until the end of the year, invested a total of 92.9 billion KRW and has mended the cadastral inconsistency sites* that amount to 490,000 lots of land.


* Land where the actual borders and borders according to the cadastral registry are inconsistent (accounting to 14.8% of the national territory)

ㅇ This has the effect of addressing problems related to personal property right restrictions (ex. limits to construction, etc.) that occur because of the inconsistency of borders.

□ Meanwhile, the cadastral registry that is currently made as drawings on paper are also being digitalized and transformed to digital cadastral maps.

ㅇ By doing so, it has become possible to combine with spatial information industries such as location-based services to make the foundation to create new values.

□ MOLIT Cadastral Re-survey Planning Team Director Kim Joon-yeon said, “In order to realize projects such as smart city and autonomous driving cars that the government is focusing on pursuing, close spatial information is needed, and the starting point of this spatial information is the cadastral re-survey project.”

ㅇ By utilizing innovating technologies such as drones, IoT, 3D videos, etc. for cadastral re-survey measurements, we plan to maximize business efficiency.“

ㅇ By using new technologies such as drones, it will be possible to shorten time and cut costs for the project period.

□ MOLIT is planning to expand collaboration with urban regeneration projects this year to mend cadastral inconsistent sites on 15,000 lots in about 30 districts.

ㅇ If the urban regeneration project district is a cadastral inconsistent site, it will be possible to resolve factors that may cause disputes on borders such as where a building violates borders, etc. through cooperation in the two projects.
