The Ministry of Land, Infrastructure and Transport (MOLIT, Minister PARK Sang-woo) announced that newly constructed private multi-unit
housing, including apartment complexes, will be subject to enhanced building energy efficiency rating system equivalent to ZEB (Zero
Energy building) grade 5 starting 30 June 2025.
It is in accordance with the revision of ‘Standards on Energy-saving Eco-friendly Housing Construction’, which is to reduce energy
consumption from private multi-unit housings by generating energy in higher efficiency and from renewable energy facilities, while public
sector buildings have been required to meet the ZEB Grade 5 certification since 2023, the revised standards on either of performance-based or specification-based category should be complied with in the private sector as well.
With two types of standards given allowing private developers’ flexibility in their choices, the one that prioritizes ‘Performance’ is to set
target outcomes such as maximum energy consumption or functional performances, while the standard that prioritizes ‘Specification’ is to
prescribe specific materials, construction methods, etc. in advance.
