Joint development of the ‘SAF Blending Mandate Roadmap’ by MOLIT, MOTIE, industry stakeholders, and related agencies for its

implementation and institutional improvements to be pursued through the ‘SAF Alliance’


The Ministry of Land, Infrastructure and Transport (MOLIT, Minister KIM Yun-duk) and the Ministry of Trade, Industry and Energy (MOTIE,

Minister KIM Jung-kwan) jointly announced the ‘Sustainable Aviation Fuel (SAF) Blending Mandate Roadmap’ and launched the ‘SAF

Alliance’ with representatives from the aviation and refining sectors as well as related agencies in attendance on Friday 19 September at the Korea Institute of Registered Architects.


The use of SAF has been one of the key initiatives promoted by the International Civil Aviation Organization (ICAO), which set in November

2023 a target to reduce carbon emissions from international aviation by 5% by 2030 through SAF, as part of its broader goal of achieving net-zero emissions by 2050.


At the forefront of SAF adoption, the European Union and the United Kingdom have proactively implemented SAF blending mandates*,

marking 2025 as the start of SAF obligations. This represents a significant step toward leading international aviation de-carbonization and

establishing early competitiveness in the SAF market.
