The Ministry of Land, Infrastructure and Transport (MOLIT, Minister KIM Yun-duk) and the Ministry of Foreign Affairs (MOFA, Minister CHO
Hyun) had bilateral air talks with 13 countries*, including the Dominican Republic, the United Arab Emirates (UAE), and Iceland and so forth, during the 2025 International Civil Aviation Organization (ICAO) Air Services Negotiation Event (ICAN) held from 10 to 14 November, bringing 87 member states together this year to carry out bilateral air transport negotiations in accordance with each needs.

This time, Korea agreed to newly establish regional airport–exclusive traffic rights with the UAE allowing up to four weekly flights between
Korean local airports and all airports in the UAE.
The UAE is a key partner for Korea in construction, energy infrastructure, and other economic sectors as well as a major transit and tourism
destination for Korean travelers heading to Europe, Africa, and beyond.
