The Ministry of Land, Infrastructure and Transport (MOLIT, Minister KIM Yun-duk) announced the establishment of a detailed operational
framework to ensure the successful kickoff of early Urban Air Mobility (UAM) pilot services in 2028, along with the initial launch of a
workforce project to nurture skilled UAM pilots and maintenance personnel.
To begin with, MOLIT has designed a comprehensive initial operational framework that specifies the operating conditions and safety
requirements for Korea's initial UAM pilot services scheduled for 2028 as follows.
1. Service Models
Tourism Route (A-to-A): Circular sightseeing flights departing from and returning to the same vertiport
Regional Connectivity Route (A-to-B1, B2, B3…Bn): Connecting transportation-vulnerable areas, such as islands and mountainous regions,
with nearby populated centers
Airport Connectivity Route (A-to-B): Linking airports with major urban destinations
